Provide a brief overview of your evaluand. Make sure your overview includes:
what it is you are evaluating (a policy, program, project)
what issue or problem it is trying to address, who it is going to directly benefit
some idea of the scale of the evaluand and its stage of implementation
a discussion of any previous evaluations or evaluation of similar evaluands
2. As evident in the resources there are a range of different ways that you can represent your program theory. First outline the theory of change and theory of action
for your evaluand as a narrative.

3. Identify the primary user of the evaluation and tell us whether, and if so how, you would involve them in the evaluation. Write a purpose statement (The purpose of
this evaluation is to …) and identify 5- 7 Key Evaluation Questions (KEQs) using the template provided. What would success look like? How would you determine this in
your context?4. Identify two possible approaches (not limited to the those discussed in class) which may be appropriate to your evaluand. Consider strengths and
weaknesses of each in your context. To be successful in this assessment item you need to:have chosen something which can practically be evaluated
concisely convey the essence of the program, project or policy you are evaluating
Include in the narrative both the theory of how change occurs in your context AND how the activities will trigger that change
Recognise the strengths and weaknesses of forms of visual representation
Have thought through an appropriate approach to developing the program theory in your context

make a judgement on applicability to your context
Ensure consistency between your purpose statement and KEQs
Create questions relevant to the context and scale of the evaluand
