The essential job as public safety professionals is to increase safety. But we all recognize, to varying degrees, that we need to continue to upgrade and improve our capabilities to do the job. Public safety is doing better than in previous decades, and we must continue to enhance our functioning. Thus, we need to maximize the contribution of leadership in public safety. The challenge is for us to determine which leadership approaches are most effective in accomplishing the basic tasks set forth by the public safety system.
This assignment is to create a research plan to evaluate the effectiveness of leadership in one particular public safety agency and to propose enhancements that will enable leadership in that agency to reach an ever-higher level of functioning. However, the research plan will not be implemented. It is expected that the plan would result in a valid, reliable, ethical, and effectively written evaluation project.
Assignment Instructions
Complete the following:
o Choose an empirically researchable topic for your evaluation study that would be acceptable to university reviewers. Refer to the Scientific Merit Review Process and the Institutional Review Board (IRB) iGuide pages, both of which are linked in the Resources. Also, you will be asked to consider the ethics of interaction research very carefully. Refer to the Research Ethics Education page on iGuide (linked in the Resources) for more information.
o Consider different aspects you might be able to evaluate regarding the leadership process in a particular public safety agency. What would you want to learn? What are you most curious about? How could you construct a study that might have useful benefits? This is a great exercise to become dissertation-ready, although here you are merely conceptualizing the design.
o Select and read one evaluation study of a public safety program and its leadership in a research-based article from a peer-reviewed scholarly journal that is relevant to your topic and has the same basic format you would like to use for your study design. Use the Capella library to find the article. You will use this article as a basis for designing your own evaluation research project that applies a theory pertaining to public safety leadership.
Organization of the Assignment
Organize your assignment into the following sections:
Title Page
Start your research design project with a simple title that very briefly characterizes your proposed project. (Your title should not be more than 10 words. Do not put quotation marks around or underline the title.) An abstract is not needed.
Introduction
o In APA, the introduction does not require a subheading because it is known to come first.
o Begin the assignment with an introduction of the general topic that you will be studying.
o State the theoretical and practical significance of your topic. Why is it important or useful to study this topic?
o Indicate what you want to find out about the topic by offering your evaluation question in formal terms of what works and what does not work so well.
o As you make your selection, include a leadership theory that will help you to define the style of leadership in the agency you will study and evaluate.
o Specify the potential contribution this project could make to the literature by briefly indicating the gap in knowledge that it will fill.
o State how your evaluation could improve the operation of the agency.
o This section should be approximately 300 words.
Literature Review
o Briefly summarize the article you located earlier, focusing carefully on how the article uses theory in relation to the evaluation project.
o Show how the article with its theory and findings lead you to develop your evaluation design.
o This section should be approximately 500 words.
Method of Evaluation
o Design your own evaluation study.
o State the central evaluation question in one sentence. What do you want to measure?
o Provide a guiding evaluation statement.
o Describe the method of research you would use to carry out your evaluation approach. Be as precise and detailed as possible within the scope of this assignment.
o Present the types of evaluative tools you would use.
o Describe the data you would assess and how you would conduct your evaluations and collect the data.
o Present the measures you would use to determine effectiveness, being as objective and precise as possible.
o Show how you would protect the security and confidentiality of your findings by taking into account the elements of evaluation research ethics.
o This section should be approximately 500 words.
Anticipated Findings
o What do you imagine you would find if you actually implemented the design?
o How would you determine if the results support the leadership approach or not using evaluative tools?
o How would you present the evaluation conclusions, and to whom?
o How do you hope the results would be used to enhance leadership and agency functioning?
o This section should be approximately 500 words.
Discussion
o Describe how you would use theory to explain the evaluation results you would expect to obtain.
o Describe what you guess your evaluation would demonstrate about the types of public safety leadership practices in relation to the impact on the agency.
o Suggest how the agency and its leadership should use your evaluation to enhance the effectiveness.
o Identify at least one limitation of your own evaluation project.
o Present ideas for improving the leadership function that could be taken from your evaluation project.
o Suggest a follow-up study to promote further beneficial evaluation activity.
o This section should be approximately 600 words.
Be sure that your assignment includes reference to one peer-reviewed research article, and that the citations and reference comply with APA guidelines. The total length of your assignment should be around 2400 words, excluding the title page and reference page.
