1. Again from Mazower (p. 395), critically comment: [Speaking about responsibility to protect] “Why Gadhafi and not Tibet? Or Gaza or Bahrain? Supporters (of R2P) say a little intervention is better than none. But that may be quite wrong, and for reasons that go beyond the obvious reproach of double standards. The main point is that the way leaders treat their people is not the only problem that counts in international affairs. A world in which violations of human rights trump the sanctity of borders may turn out to produce more wars, more massacres, and more instability. It may also be less law abiding. If the history of the past century shows anything, it is that clear legal norms, the empowering of states, and the securing of international stability more generally also serve the cause of human welfare.”

2. Caryl’s Strange Rebels sees 1978-1979 as a critical turning point in modern international history. Is 2016-2017 also a critical turning point? Why or why not? In what ways are 1978-1979 and 2016-2017 comparable? In what ways are they fundamentally different? Explain.

3. How is populism as a response to neoliberalism comparable to the responses to the crises of the global economy in the 1928-1938 period? How is it different? What lessons might we draw from the earlier period of crises to the situation today? Why?

4. Is the challenge populism poses to globalization and neoliberalism on balance a good thing or a bad thing? Consider both the positive and negative elements of the populist challenge to globalization and neoliberalism and make a considered, analytical judgment about whether the positive outweighs the negative or vice versa/
