The City Manager wants to better understand the supposed success of the golf courses and has asked you to identify appropriate performance measures to evaluate them. Using the logic model discussed in the module material, identify the activity and two inputs, two outputs, two efficiency measures, an outcome affected by the activity, and an impact that are all associated with the activity. Defend your choice of each measure and explain to the city manager how to use the measures to determine the “success” of the golf courses.

Question 2: In relation to the broader questions found in the case, what alternatives are available to City Manager Christian? Be sure to consider the political, fiscal, and professional aspects of the issue. Is there a “minimax strategy” available–one that would maximize cost savings and minimize political opposition?
