II. NEED What is the problem? In proving that a problem exists, follow these steps:
A. State the problem
B. Tell a story (worst case scenario) that illustrates the problem
C. Cite statistics and quotations from experts to prove that your story is not an isolated case but a widespread situation.
D. Draw conclusions from your evidence, telling what it means for the audience, how it affects them in a serious way, and how their values, needs, and principles are being threatened.

What is the solution? In providing the best possible solution (s) to the problem, follow these steps:
A. State your solution
B. Explain your plan clearly.
C. Explain how your solution will solve the problem. Tell how it has worked elsewhere, why the experts say it will work, etc.
D. Explain how your solution is practical. Tell how we have the money, space, time, staff, etc. for it.
E. Explain why your solution will not create new problems, if appropriate.
F. Show how your solution fits in with the values and beliefs of the audience, if appropriate.
G. Refute any objections your audience may have, if appropriate.

IV. VISUALIZATION Imagine for the audience how dangerous the future will be if they DON’T do what you ask, and how rosy the future will be if they DO what you ask (mention the benefits they will enjoy).

V. ACTION Conclusion: (written out in full using complete sentences)
Tell the audience what specific action they should perform immediately! Give specific information such as contact names, phone numbers, physical location, address, web addresses, dates, times, etc. Review the main points and include memorable, concluding remarks, bringing the speech to a natural closure for you and the audience.
