The proposed dissertation aims to establish whether Bahrain is conducive towards the use of PPP for the delivery of social and affordable housing, and what that entails for similar endeavors in the future.

With this aim, the resultant objectives are as follows:
– Form an understanding of general PPP frameworks, specifically those relevant to housing PPP projects.
– Establish the type of arrangements used for the PPP projects operating in Bahrain.
– Present previous research undertaken on the use of PPP for the provision of housing.
– Understand success and failure factors of previous housing PPP project.
– Compare the projects in question to the established factors.
– Understand the reasons behind the sparse use of this solution for housing projects.
– Form an understanding of the benefits and drawbacks of PPP projects for housing.

The dissertation is approached from the point of view of a developer.

The literature review should be broken down into sections, with the last being the longest/most detailed.
1) PPP: definitions, components, and challenges. Preference for info related to housing PPP but not necessary.
2) Housing Policy: why have countries/governments moved from pure public provision of housing to Privatisation and/or PPP.
3) Longest Section: Review of public housing PPP literature, present previous experiences with focus on outcomes, identification of key components, challenges, and success and failure factors.
