Write an academically informed analysis of the following hypothetical cybercrime scenario:
A foreign, statesponsored group of computer hackers compromised the computer systems that make up the
Canadian government’s Department of National Defence. ‘System compromises’ in this federal government
sector can be considered ‘cyberattacks’ that can potentially threaten national security. As a recent example of a
system compromise, consider the following: online traffic from the recruiting website for the Canadian Armed
Forces was rerouted to a foreign government’s main Web page. By contrast, some ‘cyberattacks’ are related to
stolen data, such as the theft of technological and trade secrets, and others are related to espionage.
To complete the research paper, you must use a minimum of 8 outside academic sources, either academic books
and/or refereed journal articles. You may supplement your understanding of the scenario through reference to
journalistic accounts (e.g. books, magazines, newspaper articles, etc.), government reports, Internet sites, and
videos; however, these sources will not be counted as academic ones.
Your research paper must include the following required components:
1. Provide a brief introduction to your topic, and explain the structure of your paper.
2. Describe the relevant Canadian legal context that informs your evaluation of the scenario: Which
Canadian law(s) apply to the scenario? Are there new legislative bills or proposed legislation that could change
the way the cybercrime is understood and/or prosecuted?
(NB: There may be more than one criminal law that applies to the cybercrime scenario.)
3. Using the scenario as a starting point, provide a synthesized explanation of crime causation: What causes the
cybercrime in question? Which theory or theories is/are most useful for explaining the crime(s)?
4. Provide a critical evaluation of the possible policies and initiatives that could effectively address5 the
cybercrime at hand. Some of these initiatives might extend beyond the sole use of the criminal law (e.g. include
policies for Internet service providers, consumers, etc.). Can the crime(s) be prevented, and if so, how? Are there
challenges to preventing the cybercrime(s) in question, and if so, what are they? What agencies are responsible
for preventing and/or responding to the cybercrime(s) in question?
5. Succinctly summarize the main points of your research paper in your conclusion.
6. Bibliography: Please use intext citations in the body of your paper rather than footnotes and/or
endnotes, and append a bibliography. Please reference according to APA style guidelines
