My opinion is Wisconsin’s sexual predator laws fall in the median of harsh punishment type program to the purely community based program in Texas. The variation in the statutory standard (burden of proof) is significant in why there is a difference in the application of the programs between the different states in the US. Further, the actual risk of recidivism is so minute to begin with that once you put a person through sexual predator commitment are you really significantly reducing that person’s risk – statistically speaking
