Literary Review of Public Service Motivation and Human Resource Management
The purpose of this study is to explore the Public Service Motivation (PSM) and Human Resource Management (HRM) crossroads. Focusing on three issues should job applicants PSM be a consideration in to the hiring process. More specifically focusing on the questions in terms of recruitment, selection, and retention, should hiring departments seek out employees with a public service motive? If so, could managers utilize PSM as a motivational force that can be manipulated, and how might compensation, payforperformance systems and merit pay plans affect intrinsic motivations such as PSM?
