Essay Question: A bill has been introduced in the United States Congress entitled the National Concealed Carry Reciprocity Act. This legislation is not yet enacted and therefore does not yet have the force of law. Nonetheless, as an academic exercise:

A) Explain the major provisions of the bill, what it proposes to allow, what it proposes to prohibit or limit and how wide the scope of the bill if enacted (nationwide, region-wide or limited to each state) would be.
B) What is the purpose of the bill?
C) Who are the stakeholders (those who would be benefitting or would be negatively affected) of the bill and why?
D) For your Strategic Triangle Analysis, answer the following: Very important
1) In your opinion, does this bill provide substantive value to the people of the United States and in what ways? If you don’t think it provides substantive value, why?
2) sustainable? If not, why?
3) In your opinion, is the bill politically sustainable?
4) If enacted into law, would the bill work as intended, in both the administrative and operational levels? In other words, how would a “national concealed carry reciprocity law” be enforced at the state and local (city or municipality) levels? How would law enforcement officers on the ground enforce this, if enacted into law?
