National Health Security Strategy/Medical Logistics and the DOD
Assignment Overview
Part A
THE NATIONAL HEALTH SECURITY STRATEGY (NHSS)
Implementation of National Health Security Strategy
This Implementation Plan is consistent with Presidential Policy Directive – 8 (PPD-8), (see Required Website: National Preparedness) and supports numerous core capabilities of the National Preparedness Goal including:
Public Information and Warning,
Screening, Search, and Detection,
Community Resilience,
Public Health and Medical Services,
Operational Communications,
Fatality Management Services, and
Health and Social Services.* (NHSS, p. 6).
*National Health Security Strategy of the United States of America (2009). HHS. https://www.phe.gov/Preparedness/planning/authority/nhss/strategy/Documents/nhss-final.pdf
The approach to achieving NHSS goals is described through 10 objectives:
Objective 1—Foster Informed, Empowered Individuals and Communities.
Objective 2—Develop and Maintain the Workforce Needed for National Health Security.
Objective 3—Ensure Situational Awareness.
Objective 4—Foster Integrated, Scalable Health Care Delivery Systems.
Objective 5—Ensure Timely and Effective Communications.
Objective 6—Promote an Effective Countermeasures Enterprise.
Objective 7—Ensure Prevention or Mitigation of Environmental and Other Emerging Threats to Health.
Objective 8—Incorporate Post-Incident Health Recovery into Planning and Response.
Objective 9—Work with Cross-Border and Global Partners to Enhance National, Continental, and Global Health Security.
Objective 10—Ensure That All Systems That Support National Health Security Are Based on the Best Available Science, Evaluation, and Quality Improvement Methods.
(The above from the: NHSS Implementation Plan).
Part B
MEDICAL LOGISTICS AND THE DEPARTMENT OF DEFENSE (DOD)
Military Medical Logistics and Civilian Coordination
In the case of medical care in combat-active areas, smaller is better. A concentrated package of medical care and dispensing does away with the large and less organized mobile medical facilities of past skirmishes and wars. The survival rate has increased exponentially from WWI to the Global War on Terror. Aside from caring for its own in times of combat operations, the medical component of the Military can be activated to coordinate with the civilian sector in times of disasters—whether they be natural/manmade or from terrorist attacks.
The Emergency Support Function Annex, ESF #8 of the National Response Framework (2008), outlines the 15 functions of the Department of Defense during an emergency. These functions vary from (1) Alerts DOD NDMS Federal Coordinating Centers (FCCs) (Army, Navy, Air Force) and provides specific reporting/regulating instructions to support incident relief efforts; to (15) Provides medical surveillance and laboratory diagnostics and confirmatory testing in coordination with HHS (ESF #8)
Refer to Brew and Campbell (2007) and to McHale (2008) to answer the following. You may use other Background Information sources as you see fit.
Case Assignment
Part A
Rank order (in order of priority) the 10 Objectives of the NHSS.
Explain why you rank ordered 1, 2, and 3 respectively. Be specific.
Note: The five key principles of the NRF are: (1) Engaged partnership, (2) Tiered response, (3) Scalable, flexible, and adaptable operational capabilities, (4) Unity of effort through unified command, and (5) Readiness to Act. The two key principles of the NIMS are (1) Flexibility and (2) Standardization.
Explain why the NIMS principles are important to at least two of the 10 NHSS objectives.
Match up the two NIMS principles with two of the five NRF principles.
Part B
Refer to Brew and Campbell (2007) and to McHale (2008) to answer the following. You may use other Background Information sources as you see fit.
What is the function of:
Forward Distribution Team (FDT).
Combat Support Hospital module (CSH).
Describe their relationship to one another.
DOD Response Capabilities—for CBRNE:
Which Team (or Teams) would be involved in the scenario below?
How is DOD involvement coordinated?
A number of terrorist cells have been activated. The federal sector is now involved. There have been chemical and biological attack at the mall, high school, and airport in Anytown, Virginia, affecting scores of individuals—many requiring medical care. Certain areas of the main roads leading to the sites have IEDs.
Be specific in your explanations. Use quotations.

Module 1 – SLP ( Writer: Please write 3 pages for this assignment
National Health Security Strategy/Medical Logistics and the DOD
Session Long Project 1 through 4 is concerned with a hurricane scenario. Each module’s Session Long Project builds upon the others.
History
A category 5 hurricane (Hurricane Harry) slammed frontally into South Carolina’s Port Royal Sound, affecting Hilton Head and Pritchard’s Island. It assumed a northeast track towards Charleston and Myrtle Beach. The *Beaufort Memorial Hospital at Hilton Head suffered major flood damage in and around the emergency department. A number of watercraft or other debris washed on major highways leading to the hospital. Some secondary roads were washed away.
Many citizens living near the impact site and within 10 miles remained in their homes. Others self-located to surrounding public shelters. Phone lines and electrical lines are exposed lying on the ground, sewage is mixing with the water supply, and gas lines are ruptured. A few primary and many secondary roads are impassable. Prior to impact, the Governor called in a State of Emergency (which was granted), for federal assistance. Fortunately, many counties have good emergency and disaster plans. The brunt of the hurricane has past, leaving thousands without services, and in a toxic environment. Refer to a map in order to obtain good visuals of the affected land and seacoast.
Current Situation
It is the third day after Hurricane Harry devastated the Lowcountry area of South Carolina. Emergency disaster plans are in effect addressing, for example, search and rescue, sheltering, debris removal, drinking water, and policing. *Beaufort Memorial Hospital (BMS) has a partnership with a certain military hospital for emergency preparedness. It is also part of a Sheltering Agreement.
Exercise
You are the assigned Incident Commander, and Beaufort Memorial Hospital is in your jurisdiction.
Note: For this exercise, you will need to use Google Search Engine and map functions to assist with the tasks.
List at least three of your immediate priorities. Explain your first priority and why.
Identify the specific military hospital and briefly elaborate on the partnership. Use quotations and citations.
Identify the specific responsibility of Beaufort Memorial Hospital (BMH) in regard to sheltering. Use quotations and citations.
What comprises BMS’s emergency disaster plan?
Remember, you will need to look up the specific military hospital near Beaufort Memorial Hospital (use map), and also look up their partnership plan. You will also have to look up BMH and read their plans.
Provide quotation(s) to support your response.
