OVERVIEW
The Director of Planning and Preparedness of the UAE’s National Emergency, Crisis, and Disasters Management Authority (NCEMA) has directed your team to develop an Emergency Management Support Plan (EMSP) and present the plan to him and the Director General for approval in April.

Your team will develop the Emergency Management Support Plan as a part of the United Arab Emirates (UAE) National Response Framework (NRF). You will also identify for the DG and Director of planning the kind of resources needed to implement the EMSP.

Your group will write an EMSP for operational functions that are to be performed during a response to an incident involving the following hazard :

Radiological/ Nuclear Accident
BASIC PLAN SECTION
The written emergency response plan should include the following components:
• Cover Page
• Table of Contents
• A 1-paragraph description of the nature of the hazard assigned to the group and the type of damage it can create.
• Plan Purpose Statement (1-2 paragraphs)
• Objectives
• Scope
• Record of Plan Development Meeting Minutes
• Group Member Plan Approval Signatures
EMERGENCY SUPPORT FUNCTION (ESF) CONCEPT OF OPERATIONS SECTION
• Each group must provide an overview of three (3) individual Emergency Support Functions (ESF) that should include the following:
? A 2-3 paragraph description of 1 Lead Federal Agency (LFA) in the UAE.
? A 1-2 paragraph description for the objective of each Emergency Support Function.

1. Description of each LFA’s mission and vision
2. A listing of the leadership for each LFA, and

4. Explanation that justifies the selection for each LFA to be involved in leading the implementation of each ESF (1-2 paragraphs)

• A 1-2 paragraph overview of 2 UAE support federal ministry organizations qualified to participate in the implementation of the ESF. The written overview for each support federal ministry organisation should include:
1. Description of the mission and vision for the 2 support federal ministry organizations.
2. A listing of the leadership for the 2 federal ministry organizations.
3. An overview of each support ministry’s role (i.e. the activities they will perform) when implementing the ESF. (1-3 paragraphs)
4. Explanation that justifies the selection for each support federal ministry to be involved in the implementation of each ESF.
