Title: Could the Rwandan genocide have been prevented by the US and UN? Please address/ answer the following questions on discussion and analysis as my supervisor has
suggested I address these key controversies in the dissertation. • Was it likely that the US could have intervened? Why did they not intervene?• Did people know
it was genocide? When did they find out? The problem with labelling it genocide by officials?• At the time when they found out, logically, could they have got there
fast enough? • What was the role of the UN and why did they abandoned Rwanda? • Role of RPF. Could 5000 troops have done the job? (R. Dallaire asked for 5000
extra troops his request was denied… Neo con and Lib Hawk argue that 5000 troops would have been enough to prevent the genocide…) Book: Shake Hands With The Devil: The
Failure of Humanity in Rwanda• Would it have taken more troops to save lives?• Would intervention from the US and UN have helped to save lives?• Why? Did the US
and the UN failed to intervene?• What was the role of the USA? Do they have the biggest responsibility for not intervening? • Is the inaction of the most
powerful states towards Rwanda justified? And why?• Was there any national interest or lack of political interest?• Genocide Convention of 1948: moral and legal
responsibility• Responsibility to Protect concept: developed a great deal because of Rwanda (http://www.un.org/en/preventgenocide/rwanda/about/bgresponsibility.shtml )
• Why didn’t the African Union play a role? • Does the intervention argument assume that once troops are deployed that they can easily stop genocide? Bearing
in mind that this genocide was taking place all across Rwanda? Could US and UN troops have stopped it?• How likely was it that Rwanda could have got involved in a

Which argues that reinforcements could not have arrived in time to save most victims lives. The killing happened so fast that intervention would not have helped to
save that many lives and he only considers U.S. troops intervention.
