White Paper on Climate Change
nMy abstract: In 2015, over 180 countries agreed to enter the Paris Agreement on Climate Change. On September 3, 2016, the United States and China formally signed the Paris Agreement. The Paris Agreement pursues a solution for the world’s climate change problem that, thus far, several preceding agreements have been unsuccessful in providing. The goal of the Paris Agreement is to limit the world’s temperature increase by at least two degrees. This white paper will not provide a conclusion as to whether or not the Paris Agreement has “gone too far,” as that subject has already been hotly debated. This white paper will instead seek to: (1) describe the Paris Agreement’s technology transfer system; (2) explain what the United States has previously done to battle climate change by looking at the state and federal level mandates and national standards; (3) describe the top three technologies that the United States should continue developing in order to battle climate change; (4) provide insight on how the United States can use its technology to reach the challenging goals of the Paris Agreement, and (5) explain other countries approaches to battling climate change.

This is a white paper for a law class. My abstract is above^ I need help with Part 2 (explain what the United States has previously done to battle climate change by looking at the state and federal level mandates and national standards). It has to look like a law student wrote it and be specifically written as a white paper. I have attached a few articles but feel free to use other credible resources. Can be websites as long as credible. The professors do not want quotes. Sources have to be put in own words.
For citing I use bluebook. If you can’t cite according to bluebook please cite in a way I can understand and convert it.
